The original project was selected through a national competition in 1970 for a multi-hectare site in the Coghlan neighborhood. Due to the country’s political upheavals, the project was ultimately relocated to a smaller site in the Belgrano neighborhood, presenting the challenge of accommodating the university’s program within that space. To achieve this, they had to resort to building upward. The project was carried out in two phases: the first block, built and completed in 1993, and the second phase—a building identical to the first, connected to it via the ground floor and three upper intermediate bridges—completed in 1996.

A split-level solution was adopted for the entrance halls, taking into account that the vertical layout, the number of floors, and the number of people entering and exiting the classrooms at unpredictable times all pass through the vertical circulation routes, whether stairs or elevators. Given this fundamental problem, two elevators were installed in the same passageway, each with a capacity of 35 people. The elevator car, meanwhile, has two levels and is accessed from two consecutive and simultaneous levels; in a single trip, it transports 70 students each, which, multiplied by four, results in a total of 280 people who can enter or exit at the same time.

Complementing the building are the library, coat check, periodicals room, and reading room on the first floor, the rector’s office and faculty lounge on the second floor, classrooms with restrooms between the second and seventeenth floors, and a mezzanine with a parking lot, service area, bank branch, screening room, auditorium, art gallery, medical offices, bar, and kitchen.
